Why we don't calculate and round off VAT per invoice line

Some accounting software calculate VAT per invoice line which can lead to varying amounts for the same invoice.

An example:

A group op 20 guests has 4 coffee breaks. If you bill per coffee break you will get a different outcome than if you add up all coffee breaks.
